It is but 3mm is the minimum that leaves barely enough (sone say not enough and with some wheels, that's true) hub for most wheels to center on and 12mm was the smallest hub-centric spacer I found at the time. Maybe there's a 10mm. Also, given the size of the wheel and tire, I'm not sure anything smaller would allow the tire to fit.

Yes it is. It depends on so many factors to say every configuration will work on every car. I'm lowered a couple of inches (to about 14.5") on Koni yellows and Ground Control springs. Given your experience, however, I'm willing to try a 15mm and 20mm spacer. Cheap but good enough ones are available and if they work and fit, I can get H&R or ECS spacers to finish the job. I think my wheel bolts are already long enough, too, to suit a thicker spacer.
