How can I determine if the suspension is functioning as it should when this button is selected?

besides feel? It should be considerably stiffer when you switch from P to S. Find someone with a gt1, auto logic or some other scan device and you can scan for faults, switch the front and rear shocks independently (you'll hear them click) and if you try to bounce the car you'll feel it's much stiffer.

All that said, mine worked, but after i had the front shocks rebuilt it's a world better.

Yes, or even disconnect one plug of any shock, the system should jump in "limp mode" and the shocks should be even stiffer than "S" mode.
