From what members have been reporting is that the car will still be restricted with that option. The only change is that it will be set to 300km/h (187mph). This is because the stock tyres aren't rated to go over 310km/h (193mph).

At speeds higher then 300km/h you need a conpletely different tyre design and you also need to make sure your tyres are at the correct pressure. If not what happens is your tyres start to slip over your rims. There are some other factors involved but it's very easy to destroy your tyres at that speed. Going 300 with a flat tyre that's not a picnick.
