Twice now, while in very slow, stop and go traffic, my passenger side headlight goes out and throws a warning on the cluster. If I turn off the lights (leave angel eyes and fog lights on for a few minutes) then turn the low beams back on, the passenger light comes back on. I wouldn't expect the bulb to start failing like that, so I'm thinking ballast replacement time?

Could be. As usual swap with the drivers side. If that doesn't work, then try swapping bulbs. And if that doesn't work, then maybe the LCM is bad. But most likely the ballast is going out. Check the wiring as well.

I would suspect the ballast as well. If it were a bulb, you would likely notice a shift in color and it would be pretty obvious that the bulb was going out. These ballasts are old and far beyond their operating lifespan. Depending on how much they have been used over time, it could be time to replace them. LCM could also me the cause, but I would put my money on the ballast.
