Found a decent deal on some 2003 headlights without bulbs or ballasts, was wondering if it's worth sourcing the extras to make them a complete working set?

That depends what they are selling for

May be a great chance to throw some upgraded projectors in them

Less than $200.... I'll be putting them in my 2000 so it's an upgrade already.. Seems like ballasts would run 150 or so for a pair.. Then bulbs. Idk, it's a toss up

If they're '03 lights, they won't open, unfortunately.

Unless you're looking for OEM only, get a kit from DDM. $68 (IIRC) shipped is what I paid for mine.

Here's what I got: DDM Tuning 35W and 55W HID Kits
Wattage [55W]
Bulb Type [D2S]
Bulb Color [Your choice, I picked 6000K to match my V4's. 5000K should be the whitest]

Mounting Brackets [you don't need these. I stuffed my ballasts and wiring under the airboxes because the stock bracket on the headlight won't hold the ballasts, but they might help :dunno:]
HID Harness [no need]
Error Eliminator [no need]
Adaptor cables [no need]

Total with shipping: $68.93

Plug n' play, no worries.
