I know there are countless threads here that address traps, but I can't find the answer I'm looking for.

It seems that mine takes longer to "boot" (after starting the car) than when it was brand new (I had the car for 3 months).

The symptoms of the "problem" I describe include that the radio volume does not change (despite manual input using the control knob) for a good 2 minutes before the car starts, as well as for any use of the washing machine

As a result, it takes a good 3-4 minutes after turning on the ignition before the car is fully operational.

Will reprogramming the software fix this? Or is this the way the system is designed to run and commit is not even required?

It is quite annoying to get in the car and want to turn down the volume if the phone is ringing, but it is impossible to do this for at least a few minutes. This behavior is very similar to using Windows Vista...the system does its job and will accept user input on its own terms.
