BMW OPPS Tool for E93 Programming CIC Via Fiber

Good Morning,
I know this isn't M5 related but just helping my brother who owns an E93 335is vert. He would like to update his CIC to be able to incorporate Connected Drive. His software version is currently at C13 and Connected Drive wasn't added until C15 IIRC. Is there anyone in the Houston/Katy/Richmond area that has a factory OPPS tool that would be willing to flash his CIC via fiber connection and update the firmware? Willing to pay if the price is right.
