I hate looking at this rubber thing that is separating from the dirt clogged in the opening. Its the piece of weather-stripping under the car directly behind the jack point. I don't want to take it off to clean it if I can't get it back on. Any suggestions? thank you

you kind of need to take it off to get all the dust/dirt wedged in there out. Try wiping it with an APC and topping it with 303 aerospace protectant.

If that's just the plastic under car strip below the driver's door in the US then it's just a couple of screws and plastic connectors to remove. I took what looks similar off the other side when replacing my fuel filter and you do get a lot of crud out.
