Pusher Fan Troubleshooting help please

My pusher fan doesn't run at all. ('01 X5, 3.0L, 9/01 build)
Does anyone konw;
1) what triggers it on/off?
2) where those sensors are?
3) is there a ballist resistor that fails open like other cars?
Any help trying to determine which component has failed would help.
