It could well be 20 years , as with V8's , super aguri's honda engine is just as good as ferrari's . You can't do much to a V8 to make it better , as these are much simpler engines then v10's . Nowadays it's the aerodynamic factor that matters the most .
Unfortunatelly BMW didn't have the chance to make a V10 engine for it's own team . As you can remember during the colaboration with williams , it took the bavarian company 1 year , to produce the best engine in f1 ( just imagine the lack of performance from the rest of the package ) and it stayed that way untill we moved from v10's to v8's . In my opinion , 2006 2007 and 2008 as well, will mean microscopical performance differences from the engines , and gigantic differences from the aero package .
That's why everyone's investing in wind tunnels , cause with this kind of engines , it's imposibile to make them better from a certain point , and that point is achieveable even with a 10th of ferrari's budget . The only problems i can see with engine builders , is building and delievering them in time . Profit margins for v8's are small , and to build them fast you need more emloyes , which increase your costs .
Ferrari invests in it's team , but they also have to build engines for STR . If the costs for it's own team are flexibile , the colaboration with STR has to be profitable , and costs are carefully analised .
FIA also stuck they're nose in this matter , and helped the engine builders a lot , with the 2 race rule for an engine . This rule , combined with the engine freeze will help engine builders have a positive balance sheet at the end of this period .
