Yes it does but it doesn't have to be from the dealer. You can get in touch with any member that do coding or I can refer you to one.

Beside the programming, do I need to buy anything else to get these lights to work without burnt bulbs or error code? I have read that you also need to buy a new LCM.

Laptop connected to yourCar. I'm pretty sure you can find local members that can code it for you. Check out bmwcoding.com

Also if you current headlights are in good condition you should be able to get $700-$750 for them.

You need a new LCM if your car was built before 09-05 and you will also need to get the BMW retrofit cables($50). If you have Bruce cables you dont need them. You can sell them.

OK so right now I've got rear LCI tails with bruce cables. So you're saying those aren't needed?

Correct. You can sell them after you do the install. You can also sell your old LCM if your car is built before 09-05.
