Its the cable that lets your computer (usually a laptop) talk to your car via the OBDII port on your car and USB on your PC.

It will talk to any of the software Mike mentioned above in the first post.

Search is you friend...seriously there are a ton of threads about these tools both here and on the diagnostics forum on bimmerforums...basically its all the diag tools the dealer has and charges you for.

Yep...this cable should work with all of those cars....for the 99 you will need an adaptor for under the hood...ill post a link to one

You should throw a post in e39 with a link to this thread. I doubt most people venture into the classifieds too often but would probably like one of these.
