Satellite based road charging (UK)

The government is trying to reduce congestion using the "carrot & stick" method - charging to use roads (more in peak times/areas, less in rural/off peak areas). Here's the proposal:

Part of my current job is working on the technical and commercial issues of implementation of such systems. Both those aspects are interesting - however I won't comment on the political and economical issues...

I don't know all the facts but knowing the way our government works, this charge would prob. be in addition to Car Tax, VAT and Fuel Prices!

If they abolished fuel tax and/or annual road tax (discs) and replaced it with a pay-per-mile system that would be real progress.

But I agree that we're more likely to see road charging supplement the existing taxes
