Very OT: Where can I buy recycled copper or aluminum in large qtys (tons)?

This is very OT but the vast amount and diversity of knowledge on this board has never ceased to impress me. Does anyone know where I can buy recycled copper or aluminum in large quantities (tons)? Are there any U.S. export regulations on these type of recycled material?

Thanks,
Kenneth
