Most people believe that explicit rules are what keeps society from devolving into disorder, but the simple fact is that people don't want to be hurt and have their property destroyed, and they will usually take great care to ensure this without nanny rules. We saw the extreme example of this when the Ukraine effectively eliminated all traffic law enforcement and safety actually improved. motoring.co.za - A bribe too far! Ukraine scraps all traffic cops

Of course, traffic laws and their enforcement have little/nothing to do with safety and order; it is completely a revenue-generation racket for states and municipalities.

I saw a TV special on that a few weeks back. I'll be interested to see how well it works over the long-term -- when people really get used to it. It is a pretty novel and interesting concept, though.
