OK so I'm now back home on my power house MacPro and I still don't the the watch in HD option, I only get the watch in high quality, however, if I add &fmt=22 to the end I can watch the HD version and it's ridiculously better quality than the high quality one and not even worth comparing to normal quality.
Screen grabs don't really do it justice though but even in the screen grab you can see a big difference between HD and high quality (HQ), just look at the block colour of the red porsche or even better, the clarity of the white M3 in the background on both.

Funny thing is that I thought you were referring to the part about one clip looking way better than the other. Turns out you were talking about the "watch in HD" bit
I only get a watch in high quality on both, I wander if its country specific at present or perhaps hardware/gpu specific?
