if the weather is decent then i will hit all the big parades. the northshore parades are a lot of fun, and more family oriented

some spots are worse than others, uptown parades are usually safe and family oriented, downtown you take your chances by going down one wrong street

there lies the problem... if you are not local- you dont know whats safe and whatnot.
also out-of-staters are easy target and easy to identify so ones chances of having problems are higher.

Breathing is a good thing I agree, but unsubstantiated fear is equally paralyzing "Such a ghetto", not EVEN gonna ask what was meant by that.

oh, that one is easy.... in a politically correct manner - any densely populated area where income from work is far less than "income" from SSI, Housing, Children Allowance and the like formidable financial vehicles that allow the "underprivileged" to leech of the state they decide to burden with their existence.
in case you dont have access to financial data the said areas can be readily identified by the ever-present trash (mostly old furniture), seemingly aimlessly wondering crowd extensive use of nextel walkie-talkies, frequent cigarette, money for train/bus/food/whatever bumming and shitty cars/pickups with big stereos booming reggaeton, explicit rap or hard rock.
hows that for definition, eh
