Unable to respond to PM until post 45

I'm new, and have a PM. I can't respond till I have 45 posts. So...why allow me to receive a PM until I can reply? Seems counter to the feature's point, and makes me out a dork to the nice guy who PM'ed me

Well, perhaps I can use my whine to post to the appropriate level for PM response.

Here is today's contribution (hopefully) to the board and my post count:

It appears the newly launched ad unit that includes a red triangle has hosed rendering on my iPad. The page seems to be triple spaced this morning, but was fine last evening.
