If you purchase a car from a dealer or privately, in 99.9% of cases it will be taxed or the current owner can tax it for you if it has lapsed. If there is no tax the car needs to be notified to the DVLA as SORN. This means Statuary Off Road Notice, i.e. it has no tax so cannot be used on the road.
When your tax is due to expire the DVLA will notify the registered keeper (you) by post and the form you will get explains how to tax the car over the internet. You can also take this form to the local post office to obtain your tax disk - the piece of paper that needs to be displayed in the windscreen of the car.
To get a tax disk the car needs to have a current MOT if it is three years or more old. This is the annual roadworthiness test that cars need to have when over three years old. It also needs to have insurance for the date the tax is due.
Tax can be bought for either a 6 or 12 month period and will finish on the last day of the month and start on the first day of the month.
If purchased over the internet then the documents for the car (MOT) are checked via a database. If renewed at a post office then the documents are checked by the clerk.
And yes, the link you provided details everything but like everything, the DVLA like to pad out the salient points with a load of guff!!
