Simple, just don't wear a front plate. I don't.
Illegal in some states, classified as a moving violation. You can always challenge the citation in any case.
I've never had a front plate in 10 years without a single issue in any of my cars. Just have each inspection performed somewhere you're known or friendly. Worst case, just velcro the thing for the inspection and later proceed to take it off.

I've been tempted to not use a front plate, but the car is technically owned by my dad, and he said no way. My mom has one of the old Massachusetts plates with green writing. Those are the best!! front plate not required
