A/C Idler pulley rubbing on water pump pulley

i recently upgraded my pulley to an agency power pull and when i reinstalled the idler pulley i damaged the idler pulley and the water pump pulley after i purchased the new idler pulley i noticed that it rubs against the water pump pulley and if i tighten it too much the pulley does not spin. not sure what im doing wrong on the block it seems to have to a small dimple and another hole for the pin on the idler pulley to line up with and when i position it with the dimple the idler pulley does not sit flush and when i put in the hole it does but if i tighten it any more than finger tight it rubs and does not spin freely it seems as if it needs a washer on the back of the pulley but could not find anything in tis or realoem thanks for the help
