In North America, it's $1200 more expensive.

Ummm... I think that's the first thing on the "News" section. Different side mirrors, NAV appearance, iDrive software, iDrive buttons, HD for MP3 storage, etc. Dunno if its specific for certain regions. I would read more here:

M5 and M6 will get new mirrors,EfficientDynamics, I-Drive, 80 GB HD based navigation / media storage (3D mapping) + M6 Competition Package w active suspension

During our last meet M5 Ranger mentioned that the 2009 ECUs may not be programmable, since only one bank is known to be flash-able/accessible. What this means is that if you intend to ever have the ECU flashed with performance software from anyone of the tuners, you may not be able to. Just an FYI.....

Has efficiency dynamics been defined for the MY09 M5? I know what means to some of the 3 series diesel cars....like engine start/stop at red lights, something about the A/C being different, how much more efficient is the engine?

Good question: it would be nice to see some numbers either in consumption or in power. However, I beleive it might not even be measurable?

However, I am really curious to see if it does include noticable changes.

"With new equipment features and optimisation in safety and efficiency, product quality offered by the models BMW M5 and BMW M5 Touring, the BMW M6 Coupe and the BMW M6 Convertible has increased even further in the model year 2009. In future, the high-performance sports cars powered by the 373 kW/507 bhp V10 engine will also feature brake energy regeneration and an air conditioning compressor which can be uncoupled - both features having been developed within the framework of BMW EfficientDynamics. Moreover, the new smooth-running bearing for the rear axle transmission is characterised by an optimised friction coefficient and its efficiency-enhancing construction. "

If you are interested in a 2009 M5, I saw one at one of the car dealers in the Al Awir Auto complex, a couple of weeks back, not sure if it is still there, they were asking 445,000 AED for it... it was Silverstone on Black
