Only one wiper?

I searched, but could not seem to find much definitive information on this issue. For some reason only the driver's side wiper in my car works. I believe this has to be a faulty relay from what I've read, but still I'm not sure if it's just another bizarre hidden feature. If it is indeed the relay, how can I replace it, and how much can I expect to pay for a new one? Thanks!

Pretty sure that it is not a feature - more likely that a part of the gearing/linkage has popped off.
