I had this problem when I lowered my car. Luckily it is an easy fix. If you look at your rear fender well it is nicely tucked and rolled along the top and rear of the well.

The problem area is where it unfolds and becomes a straight edge towards the front of the well. That lip needs to be folded in. It is not actually rolling the fender it is just tucking this lip up the way the rest of the fender is.

I took off my wheel and bent it back by putting the head of a hammer on the lip that needs to be folded and pulling it towards me. It took a little working and I have had no rubbing at all since.

Good luck!
