BTW, in March 2000 BMWNA was making an internal video (for consumption by the dealer network) about Performance Center Deliveries. Guess whose Carbon Black Beauty was featured in the vid? I even got to do a corny 'thumbs up' as I drove her out of her own delivery pod.
To be fair, I can't say I thought it was corny then....as I recall I was sportin' major wood when I pulled up to the Center and saw my Beast for the first time, awaiting me in her own personal showroom...
I ordered from an out-of-state dealer, picked it up there, and drove it home. Several others on this board did the same thing -- or had the car trucked (not by BMW) after taking delivery.
In my case, the selling dealership would not arrange the "convenience" delivery at my local dealership. I did not want to pick up the car in Spartanburg, and I was told by several dealers that ED was not even available for E39 M5s -- at least at the time I was ordering the car.

I voted "other" for same reason as JFB; the CA dealers were a**holes and also would not take courtesy delivery so I had it shipped from a distant (KY) dealer; one local dealer said he would take courtesy delivery if my KY dealer gave him one of the KY dealer's M5 allotments! Can you believe it? My dealer called BMW and they said the CA dealers' reactions were due to liability concerns! Yeah . . right. That KY dealer has since sold a couple of cars to my friends who happily truck them out here!

We ordered the car in December 1999 for March 2000 build, based on a post on the UUC list about a dealer who still had some allocation available. No wait, no 'market adjustment', no fuss, no muss.
In February 2000 I inquired with BMWNA regarding Euro Delivery, and was told that it was possible. I contacted the dealer, he confirmed this, and the order was scheduled for Munich pickup in late April. Due to spousal vacation-time constraints we later had to push this back to June.
The selling dealer was able to arrange courtesy delivery at my local BMW dealer, I don't know what passed between the dealers but they did it, and the car went through Port Hueneme to the Bay Area.
Of course, the "courtesy" at this end consisted of dumping it in the back of the lot with all the Frankfurt bugs still intact, all the tow-hook covers popped out, and that was the condition we received it in - the same salesman who'd sold us my wife's 540i two years earlier grimly handed us the key and disappeared as quickly as he could. At least it was very evident from the consistent crust of bugs and dirt on the car that it hadn't been damaged in shipment.
It was, despite the dismissive treatment received at the local end, the easiest car-buying experience of my life. I, too, have sent a few people to the salesman at the dealer I bought from, and so far as I know all have been treated well.

The selling dealership is still selling the car, no matter where it's delivered, but the place of delivery and signature could determine which state's laws applied to the sale.
But I'd bet the primary reason is money. I am sure there are cost associated with handling the actual delivery, and the receiving dealership does not want the bother without some split of the profit. The selling dealer probably did not want to hassle with negotiating the courtesy delivery fee with my local dealer.
My first M5 was ordered from a dealership in Baton Rouge, Louisiana. I flew to New Orleans, had some fun, then drove to Baton Rouge picked up the M5 and drove the car home.
My 2002 M5 was ordered and picked up from the same Houston dealership that wrecked my 01.
