Looks like some leftover double-sided tape that was holding a euro plate on maybe?

It's got the rectangular rearview mirror...so that=MY99? Which in turn=Europe and wide plates...?

i don't know why but i never liked holes on my hood...maybe its just me....
but i definitely love the color....or lack thereof that is...
