I get a "whine" when I get on the throttle, but it usually comes from the passenger seat.

It's your blower fan. (the one in the A/C system) It should vary the sound at different settings. It is most likely the blower fan bearings starting to go south. Eventually you will hear it in all weather.

VERY, VERY common with BMWs over the years as they age. It happened at the highest speed setting on my 1980 BMW years ago.
