heater not working

hello. i noticed when i have the heat in re-circulating mode.. no heat
comes out of the vents. .. but when i use fresh air.. it's hot!
any thoughts as to why recirc heat not working? all dials turned up to 79
in the recirc mode and the dial in the vent dash all the way to red.
