Help with Headlights

I just arrived in Norcal from my drive from SD and I noticed that my passenger side headlight was well below that of the drivers side. The passenger headlight points about 2 feet in front of the car. Previously, the passenger side was aimed a tad bit higher than the driver side. I attempted to turn off the lights, wait a bit, and turn them back on in hopes of the mechanism recorrecting itself. That didn't work, so I did it the manual way with a screwdriver. It went down a bit, but would not go up any higher than its current position. Do I have a busted headlight? I heard of some people replacing the plastic adjusters with metal ones? Is there another fix that I missed? Help

grab the bulb socket and try to wiggle it, if it feels loose then you need to get new adjusters. I made adjusters myself using this pdf file
